Final Report of the Select Committee on the Modernization of Congress

The House of Representatives established the Select Committee on the Modernization of Congress (SCMC) on January 4, 2019. It was tasked with studying a variety of topics related to the rules and administration of Congress (see pp. 51-53 here). The committee was bipartisan and was limited to recommending —not reporting— legislation.

Originally, the SCMC was given a year to conduct its work, but the House extended its life and the committee worked through December of 2022, when it released this final report. (Its work is archived here.)

Shortly after the SCMC expired, it was reborn as a subcommitte of the Committee on House Administration. There it continues its modernization efforts.
