APSA Report on Reforming Congress

In 2019, the American Political Science Association (APSA) supported a scholarly effort led by Frances Lee (Princeton), Eric Schickler (UC-Berkeley), William Galston (Brookings Institution), and Kevin Kosar (R Street Institute).

They coordinated the production and publication of a half dozen memoranda on a range of subjects relating to the functioning of Congress. Their memoranda were first delivered to the Select Committee on the Modernization of Congress, and subsequently edited and published as a report by APSA in October of 2019.
